Sir,
I am commanded by My Lords Commissioners of the
Admiralty to refer to paper I.C.C. 1409 concerning the
proposed transfer of the Wireless Services in Hong Kong
to Imperial and International Communications, Ltd., and to
inform you that They consider it is desirable, if it can be
arranged, that the proposed arrangement should be adhered to,
as it would presumably assist the Company generally against
foreign competitors.

My Lords suggest that the present attitude of the
Hong Kong Government might be used as a lever to hasten
action on the part of the Company, and possibly to increase
the royalty which they would have to pay.

My Lords are of opinion, in view of present
circumstances and past delays, that a settlement of
this question is now overdue.
